Opportunity youth face a complex set of current barriers and past difficulties. These youth also have strengths, and there are numerous opportunities for reengagement. This report, conducted by the Washington State Department of Social and Health Services, describes the characteristics and experiences of 16- to 24-year-olds who are not engaged in work or school.
The report looks at opportunity youth who attended school in the Road Map Project region who have DSHS service histories and describes the barriers they face, including parenting responsibilities, juvenile justice and child welfare involvement, behavioral health challenges, and homelessness.
